Dr. E. Smith was requested by the Privy Council in England to investigate starvation and disease during the cotton famine in Lancashire. His brief was to identify the "least cost per head per week for which food can be bought in such quantity and in such quality as will avert starvation-disease from the unemployed population?" He concluded that a nutritionally adequate diet should include 80g of protein and should contain 3,000 kilocalories of energy.
